TORONTO, Oct. 28 (Xinhua) -- Mayor-elect of Toronto John Tory is ambitious with the determination to turn the city whose image had been tarnished by years of roller-coaster city hall drama as delivered by the incumbent Rob Ford into a paradigm of virtue.


Tory, a 60-year-old moderate conservative politician and adviser from Ontario, won the mayoral election Monday night after a 10-month campaign. He will take office on Dec. 1. and become mayor of Toronto, a city with a population of 2.6 million, which is also Canada's most populous city and financial hub.


Known as the "Complete Package," Tory, who used to served as Ontario Progressive Conservative Leader and Member of Provincial Parliament, had always been the favored candidate.


In Monday's mayoral election, City Councilor Doug Ford, Mayor Rob Ford's elder brother, ended up in the 2nd place and Hong Kong- born Olivia Chow came the 3rd in this fast track race for Toronto' s top post. Tory's four-plank view swayed the voters with a landslide victory of 40.3 percent of the ballots, comparing with Ford's 33.7 percent and Chow's 23.1 percent.


Monday night's unofficial results had Tory winning with 394,952 votes, Doug Ford had 330,652 votes and Chow had 227,002 votes. Voter turnout was a stunning 61 percent of eligible voters. By comparison, Rob Ford was elected mayor with 383,501 votes back in 2010 when voter turnout was over 50 percent.


"Torontonians want a future where their mayor proudly represents the whole city, one Toronto -- a leader who regards you not just as taxpayers, but as citizens too. And that ladies and gentlemen is exactly what I intend to do," Tory said in his victory speech.


Tory also pledged to work cooperatively with city council to move Toronto "not left, not right, but forward," and to push ahead with his SmartTrack public transit plan.


The mayor-elect said he would keep property tax increases within the rate of inflation. "That means being tight-fisted at city hall and rooting out the waste," he said. Such statements were parlayed into a victory that won the day.


Tory, who is also a lawyer and businessman, had honed his leadership skills very early. He is at the helm of unifying Toronto city hall's splintered council during the controversial Rob Ford's time in office.
